A brief discussion on enterprise-architecture in the public sector:

rettema: Starting today to setup a business case for several EA proposals in public sector. Anyone suggestions for spcific public sector paragraphs?
tetradian: @rettema public sector EA (1) focus on delivered end-value (social outcomes) – a focus on money emphasises spurious ‘efficiency’ over value // (2) emphasise that IT is an enabler within the whole – need to work with the whole, not just IT (Archimate will help to show this) // (3) public-sector is often near-paranoid about risk: show how EA helps to manage risk, esp. in contexts where risk is inevitable

Another brief discussion on systems-thinking in relation to whole-of-enterprise architecture, triggered by some thoughts about the ‘underpants bomber’:

oscarberg: CIA failure to stop Nigerian pants bomber should be attributed to culture failure, not process or tech failure // No process can consider all information within an enterprise. Only connected employee community can do that

Put too much trust in process & technology -> people leave their brains & sense of responsibility at home // it’s much more convenient to blame process & systems than culture & people // I know a successful large business w far from perfect processes & systems, but that thrives due to its culture & people // A process is simply a series of predictable activities – how can anyone rely on a process to do the unpredictable?
tetradian: @oscarberg is over-faith in the ‘predictability’ of tech – tech provides illusion of certainty, preferable to messiness of dealing w people // dealing with real-people is *hard*, but it works – relying on tech looks like the easy option, even if we know it doesn’t work.. // over-reliance on tech is combination of laziness, fear of honesty with other people, and a very special kind of stupidity // (dunno if you saw article on Israeli air-security http://bit.ly/7rEKME but it seems to be people-oriented process that works)
