A week in Tweets: 3-9 Jan 2010

Another week gone past, running late again… usual collection, usual categories, perhaps rather more than usual this time; the usual “after the ‘Read more…’ link, anyway.

A brief discussion on enterprise-architecture in the public sector:

  • rettema: Starting today to setup a business case for several EA proposals in public sector. Anyone suggestions for spcific public sector paragraphs?
  • tetradian: @rettema public sector EA (1) focus on delivered end-value (social outcomes) – a focus on money emphasises spurious ‘efficiency’ over value // (2) emphasise that IT is an enabler within the whole – need to work with the whole, not just IT (Archimate will help to show this) // (3) public-sector is often near-paranoid about risk: show how EA helps to manage risk, esp. in contexts where risk is inevitable
  • rettema: @tetradian Tx, do you know if frameworks like FEAF or others address business cases or the aspects that you mention ?
  • tetradian: @rettema FEAF is only about cost (Clinger-Cohen) – try http://www.nascio.org/ for other US-govt business-cases (though mostly still only IT) // also see my books (esp. ‘Real EA’, ‘Doing EA’, ‘Service-Oriented Enterprise’) for whole-system frameworks http://tetradianbooks.com // re agency delivered-value as anchor for EA see use of ‘results logic’ diagrams in Aus public-sector e.g. http://bit.ly/4JVdax [PDF]

Another brief discussion on systems-thinking in relation to whole-of-enterprise architecture, triggered by some thoughts about the ‘underpants bomber’:

  • oscarberg: CIA failure to stop Nigerian pants bomber should be attributed to culture failure, not process or tech failure // No process can consider all information within an enterprise. Only connected employee community can do that
  • tetradian: @oscarberg CIA failure is typical of orgs that rely on process or tech as a means to avoid tackling real culture-issues
  • oscarberg: @tetradian yes. Put too much trust in process & technology -> people leave their brains & sense of responsibility at home // it’s much more convenient to blame process & systems than culture & people // I know a successful large business w far from perfect processes & systems, but that thrives due to its culture & people // A process is simply a series of predictable activities – how can anyone rely on a process to do the unpredictable?
  • tetradian: @oscarberg is over-faith in the ‘predictability’ of tech – tech provides illusion of certainty, preferable to messiness of dealing w people // dealing with real-people is *hard*, but it works – relying on tech looks like the easy option, even if we know it doesn’t work.. // over-reliance on tech is combination of laziness, fear of honesty with other people, and a very special kind of stupidity // (dunno if you saw article on Israeli air-security http://bit.ly/7rEKME but it seems to be people-oriented process that works)
  • hebsgaard: Enterprise 2.0: Totally Unacceptable #socialmedia #e20 http://bit.ly/7uf10u <Dennis Howell on airline security and analogies with Enterprise 2.0
  • oscarberg: RT @johnt RT @bduperrin: Preventing the Terrorist Attack: Massive Failure in Collaboration http://bit.ly/6Q15Jj // Are US intelligence agencies working together to find the needles in the haystack, or are they building the haystack?

And another brief discussion drawing on a post of mine that transcribes Patti Anklam’s model of ‘the Three KMs’ into the enterprise-architecture context:

  • tetradian: <post> ‘Big EA, Little EA and Personal EA’ (comparing EA with knowledge-management) http://bit.ly/55sOvp #entarch #km
  • Cybersal: @tetradian: Some good stuff in yr post comparing EA with KM, but not much about design element of EA? http://bit.ly/55sOvp #entarch #km..
  • tetradian: @Cybersal true, but aim of post was only to explore parallels with @panklam’s ‘3 KMs’ (also KMers don’t do much system-design! 🙂 )
  • Cybersal: @tetradian agree about parallels. Not sure I would say that EA is a subset of KM though, more like an overlapping ‘meta-discipline’
  • tetradian: @Cybersal agreed, ‘overlapping meta-discipline’ is a more accurate term – but try explaining that to most execs! 🙂 (especially IT-execs..)

And yet another brief discussion on enterprise-architecture, starting from a question by Brenda Michelson:

  • bmichelson: ? to: @tetradian @davidsprott @richardveryard @cybersal agreeing that business architecture is not new, do you see BA regularly… // … practiced as first class EAcitizen in organizations today? // and if so, is busarch practice broader than Bus. Process Modeling & Business Use Case?
  • tetradian: @bmichelson BA as 1st-class citizen for EA? most ‘EA’ still seems to be IT-centric or IT-only, but slow recognition of need for busarch // BA practice? most IT-‘EAs’ follow TOGAF (i.e. everything not-IT is ‘BA’), usually includes some strategy, some ‘manual’ procs… // ..my practice starts EA above BA, at whole-of-enterprise, then business-model/operating-model/strategy etc as BA below that. // (IT is then just one of a suite of enablers, all viewed as services – see ‘Service Oriented Enterprise’, http://bit.ly/4G3LI )
  • bvanzomeren: @tetradian so Enterprise=Business+Enablers (one of which is IT); where in your model is the IT, facilitating the non-IT enablers?
  • tetradian: @bvanzomeren if everything is modelled as services (eg. as per Archimate), IT services link to non-IT services (eg. manual process) // IT has no special place in the scheme – it’s just a set of services, like everything else… // …consistent service-interfaces enable switching b/w IT-based and manual services in eg. disaster-recovery // (we developed/used this in AustraliaPost, for where same nominal services might be implemented multiple ways – IT, manual, m/c)
  • bvanzomeren: @tetradian thank you. how does this relate to the togaf adm?
  • tetradian: @bvanzomeren std TOGAF ADM (BA, ISA, ITIA) is one of many poss. vertical slices through whole-of-enterprise model – see http://bit.ly/LZT2r // (also ‘enterprise’ extends beyond business – see ‘What is an enterprise?’ on Slideshare at http://bit.ly/8wWNSq )
  • bvanzomeren: @tetradian thanks again. I will take some time to digest the ideas. it is definitely more subtle than “everything non-it = business”
